| 摘 要： | 两型社会建设是一个长期实施长期受惠的系统工程,只有充分发挥社会各界的主观能动性,最大限度地减少资源消耗,最大范围的对消耗资源产生的废弃物进行再利用和循环利用,最大可能对在目前技术水平和经济条件下没有再利用价值的废弃物进行环境无害化处理,才能真正看到两型建设的带来的实惠和美好。
