| 摘 要： | 作为全球治道变革的一种表现,公共服务的社会化反映了当今世界各国政府提供公共服务模式的变化.政府作为提供方,NPO(非赢利组织)作为直接生产方共同承担提供公共服务的任务,形成了一种紧密的合作关系.由于NPO自身在财务方面的非独立性以及政府作为公共服务提供方无法回避的责任,政府应该对进行公共服务生产的NPO在财务上予以大力支持,这直接关系到NPO能否在公共服务新秩序中发挥作用.
