| 摘 要： | 公安机关对网络舆论实施柔性管理,由于注重与网民进行有效沟通,从而有利于消减网民与公安机关间的隔阂,促进网络社会的和谐,对于和谐社会的构建具有重要的理论和实践意义。根据网络社会的特质要求和公安工作的具体实践,公安机关在网络空间实施柔性管理的主要措施应当包括:转变传统强制管理观念,树立以网民为本的管理理念;引导意见领袖,保障公安机关与网民进行有效沟通;培养网络评论员,把握网络舆论的发展方向;提高网民的道德素养,促进网络舆论的健康发展。
