| 摘 要： | 惩治和预防腐败需要教育、制度和监督的并重,在三者之中,制度具有着不可替代的保证作用。只有通过加强制度建设,强化监督机制、决策程序、民主管理制度和惩处制度,才能保证反腐事业落到实处。
