| 摘 要： | 公民政治意识是政治系统及其运行过程在公民意识中的反映，公民政治意识的作用体现在公民政治意识与政治文明、政治发展和政治稳定的关系之中，公民政治意识文明是政治文明的核心，公民政治意识的提升是政治发展的重要条件，而公民政治意识的成熟则是政治稳定的重要保证。

| Abstract: | Civil political consciousness is the reflection of political system and its running course in the civil consciousness. The function of civil political consciousness is embodied in the relation between it and political civilization, political development, political stability. Civil political consciousness civilization is the core of political civilization, therefore, its promotion is the important condition of political development and its maturity is the important guarantee of political stability. |
