| Abstract: | The management of state-owned enterprises (SOE) by law is one of the weightiest issues of the state-ruling by law. By exploring the development laws of the world's modern economy and summing up the experience and historical lessons from the development of China's SOE, the author comes to the conclusion that ruling the state by law is a vital move for the development and revitalization of China's SOEs. |
