烟台市专利战略实施现状的实证研究

2005年3月,烟台市在山东省率先出台了《烟台市知识产权发展纲要》。2008年,国务院颁布了《国家知识产权战略纲要》,标志着我国知识产权事业进入了一个新的发展阶段。这就要求各地方政府要紧密结合国家知识产权纲要,对地方纲要作出调整。《纲要》颁布实施以来,烟台市知识产权事业得到了快速发展,但也存在与国家纲要不衔接以及根据自身发展情况需要调整等问题。根据对烟台市专利战略中期目标完成情况的分析,找出《纲要》专利战略实施中存在的问题,提出完善建议,加快烟台市创新型城市建设的步伐。

The Empirical Studies of the Present Situation of the Patent Strategy Implementation in Yantai

In March,2005,Yantai took the lead in Shandong Province to release ＂Yantai Intellectual Property Rights Development Summary＂（i.e.＂Summary＂）.In 2008,the State Council has promulgated ＂The State Intellectual Property Rights Strategy Summary＂,symbolizing that the intellectual property rights enterprise has entered a recent development phase in our country.This requests various local authority to unify the country intellectual property rights summary closely,makes the adjustment on the local summary.Since the ＂Summary＂ has promulgated the implementation,the Yantai intellectual property rights enterprise obtained the fast development,but it also has some place which does not link up with the national summary,it also needs adjustment according to its own state.According to the analysis of the completing situation to Yantai patent strategy medium-term objectives,discovers problems which ＂Summary＂ of the patent strategy implementation exists,proposes consummation suggestion,and speeds up to innovate urban construction＇s step of Yantai city.
