近年来,受国际毒潮多元化的影响,在海洛因等传统毒品尚未得到彻底遏制的情况下,新型毒品违法犯罪活动日益猖獗,形势不容乐观。山东省因其所处的独特地理位置,新型毒品违法犯罪活动呈现出明显的地域特点,具体表现为：毒品案件总量大幅上升、大案频发,毒品来源广、贩运通道多,毒品制贩的网络化、智能化程度加剧,新型毒品滥用群体日渐扩大,犯罪场所隐蔽化趋势明显。
