| 摘 要： | 在农村土地征收中确立公平补偿制度对于保护农民权益、规范政府行为、优化资源配置、维护社会稳定等具有重要意义。落实公平补偿应做到重塑以市场价格为基础的完全补偿原则，逐步扩大农地征收的补偿范围、合理拓展农地征收的补偿方式、完善征地补偿的程序与救济途径。

| Abstract: | Establishing fair compensation system in rural land expropriation is beneficial to protect the peasants' rights and interests,regulate the state's behavior,optimize resource distribution and maintain social stability as well.To practice the fair compensation should remodel the principle of full compensation based on market prices,aggrandize the scope of compensation gradually,expand the manner of compensation reasonably,perfect the compensation procedures and relief channels. |
