| 摘 要： | 行政程序和司法审查程序是保证有关影响自由贸易的实体立法与WTO协议完全一致的有效方法。我国现有的行政程序制度还达不到WTO规则的要求，因此，行政程序和司法审查程序是国内立法修改的一个重点。

| Abstract: | Administrative procedure and judicial exami ne procedure are the guarantee of a effective way to the complete un ity between legislation concerning with free trade entity and WTO trad e agreement.The present administrative procedure system of our country can not accord with WTO's demands.Therefore,the administrative procedure and judicial examine procedure are the first consideration in China's legislation amendment. |
