| Abstract: | The 21 st century is a brand-new century in which government will face new situation, new thing and problem. Section leaders, who work on the frontline position within the government system, should deeply understand and grasp the position characteristics, the demand and the tendency of change. These are sufficient and necessary condition for tackling WTO challenges, advancing with each passing time, striding-forward for development, and enhancing the administrative efficiency and service level of the government. |
