中国特色政治发展视阈下的民主反腐

民主反腐是现代反腐倡廉建设的根本形式。民主政治是腐败的"天敌",其主权在民、完善的民主监督、透明的程序以及健全的法制都发挥着制约与监督公共权力的产生、运行而发挥反腐的功能。我国的人民民主政权的性质、党的民主执政、依法执政的执政方式以及反腐倡廉建设的基本规律决定了民主反腐的进路。加快中国民主政治发展,推进民主反腐,必须继续深化政治体制改革作为实现形式,以党内民主带动人民民主作为基本路径,以依法治国作为根本保证。

The Democratic Anti-corruption from the Perspective of Political Development with Chinese Characteristics

Democratic anti-corruption is the basic form of fighting corruption and advocating cleanness in mod-ern countries. Democracy is the“natural enemy”of corruption,and the features of democracy such as people’s sovereignty,perfect democratic supervision,transparent procedure and complete legal system,all facilitate anti-corruption based on functions of constraining the generation and running of public power. The nature of people’ s democratic regime of our country,the ways of the Party’s democratic and law-based governance,and the bas-ic laws of fighting corruption have decided the approaches to democratic anti-corruption. To accelerate the development of political politics and boost the democratic anti-corruption in China,we must take the deepening of the reform of political system as the form of actualization,the intra-party democracy’s driving the all-the-people democracy as the basic approach,and rule by law as the radical guarantee.
