| 摘 要： | 中国在《入世议定书》中承诺的特定产品过渡性保障措施本质上是一种选择性的保障措施,违背了WTO基本原则,其规定的实施条件比WTO《保障措施协议》要宽松,这是一种不公平的规定,我国应在履行协议时通过各种应对措施改变这种不利处境。

| Abstract: | The transitional product-specific safeguard measures in the Protocol in the Accession of the People's Republic of China to the WTO promised by China are a kind of alternative safeguard measure in essence.These measures are contrary to the basic principles of WTO and the implement condition is looser than that of Agreement on Safeguards of WTO.It's an unfair stipulation and should be changed through various kinds of coping strategies while implementing the agreements. |
