社会信用管理体系建设研究——基于市场机制的视角

由于市场机制在行业信用管理中的作用，使得诚信激励和失信惩罚机制具有了特殊作用。从经济发展实践来看，诚信激励机制与失信惩罚机制可以将市场经济打造成信用经济。本文基于诚信机制的运行原理和诚信机制形成的基本条件，提出对失信行为的最优惩罚量化区间，其经济含义是“诚信经营有利可图，欺骗行为并不合算”，并从诚信激励机制、失信惩罚机制和信息传导机制三个方面，具体分析了市场机制发挥作用的条件以及如何发挥市场机制作用等相关问题。

Research on the Construction of Social Credit Management System——a View from Market Mechanism

Due to the role of market mechanism in industry credit management, the mechanism of credit incentive and punishment for dishonesty plays a special role. From the perspective of economic development practice, the credit incentive mechanism and the credit penalty mechanism can build the market economy into a credit economy. Based on the operation principle of the credit mechanism and the basic conditions for the formation of the credit mechanism, this paper puts forward the optimal quantitative punishment interval for the dishonest behavior. Its economic meaning is that “the credit operation is profitable, and the cheating behavior is not worthwhile”. From the three aspects of the credit incentive mechanism, the dishonest punishment mechanism and the information transmission mechanism, this paper specifically analyzes the conditions for the market mechanism to play its role and the ways to play the role of market mechanism and other related issues.
