| 摘 要： | 随着私挖滥采现象的猖獗,近些年山西省忻州市恶性爆炸事故频发,民爆公共安全问题突出。其成因极为复杂,既有社会层面的原因,也有管理层面的原因。通过调研并从管理层面加以剖析,对于加强民用爆炸物品管理更具有直接意义,有关政府和公安机关亟需采取有力措施加以治理。

| Abstract: | With more and more serious illegal coal mining in Shanxi,the problem of civil explosives becomes prominent.The reasons are complicated,including social economic factor and management factor.The investigation and study is helpful to strengthening the management of the civil explosives from the angle of management.Public security organs should take effective measures to administer it. |
