| 摘 要： | 完善我国政府信息公开立法,需要首先明确我国政府信息公开立法在宪政、行政、经济、法律、社会、国际等六个方面的价值取向。在此基础上树立现代立法观念,遵循立法决策程序,充分利用地方先行立法权,寻求适合我国国情的现实路径。
