关于我国政府统计体制改革的思考

我国政府统计体制存在“三个不适应”问题 ,即还不能够很好地适应党政领导以及有关宏观调控部门的需要 ,不能很好地适应社会公众的需要 ,不能很好地适应提高对外开放水平的需要。造成这一状况的深层次原因是政府统计体制不合理 ,各利益主体的责、权、利不明晰 ,国家统计局协调管理能力弱 ,政府统计体制没有按照市场经济体制的要求设计和运行。在此基础上 ,本文提出了改革这一体制的基本思路、基本框架和改革过程中应注意的问题

Reflections on the Reform of China's Statistics System

The paper makes a brief introduction of China's statistics system and points out the fact that it fails to satisfy the requirements of governmental policy making and China's opening to the world. It also analyses the major causes of this failure i.e. the irrational statistics system out of tune of the market economic system, the ambiguous division of powers, responsibilities and interests among various functional organizations of this system and the inability to coordinate and intervene. On the basis of the above analyses, the paper comes up with the suggestions, guidelines and blueprint for the reform on this system.
