| 摘 要： | 新加坡是一个非常独特的国家。它是一个多元文化交汇的地方,但却以狭小的面积、贫乏的资源和复杂的人口成分创造了举世瞩目的奇迹,而这奇迹不单单是经济上的,也是整个政治体系上的。新加坡的这些特色无一不反映到其宪法之中,也正是因为新加坡的宪法具备了这些特点,才从根本上保证了新加坡社会的长期繁荣和稳定。一、宪法修改频繁频繁的修宪是新加坡宪法发展过程中的一个显著的特点。新加坡宪法在独立后的33年(截止1998年10月)中总共修改了39次,平均每年1.18次,这在世界上也是极为罕见的①。造成新加坡宪法频繁修改的原因并不是程序上的,如果…

A General Analysis on the Characteristics of the Singaporean Constitution |

| Abstract: | Singapore does not enjoy a long history in making its own constitution but it has established a society with a high degree of legalization, The constitution fully reflects its unique culture with distinct features. The article argues that the constitution is characterized by its frequent amendments, the restrictions of the rights of its citizens and proto -genic features. Its contents fully reflect its national situation. Based on these arguments, it also analyses the causes of its formation. |
