上海市机动车驾驶人培训、考试经历了三个发展阶段,各有其特点,并与上海城市的社会发展和道路交通发展紧密相联。在新的社会形势下,应继续改革和探索上海机动车驾驶人培训、考试工作,由"教考合一"向"教考分离"转化,由"分散"考试向"集中"考试转化,由人工考试向采用科技手段考试转化,实现驾校利益与考试分离,建立培训、考试共把质量关的长效管理机制。

Considerations on Reforming the Driver Examination for the Motorcar in Shanghai

The training and examination of motorcar driver in Shanghai has gone through three stages with their own characteristics and is related with the social and traffic development of Shanghai closely.Under the new social situations,we should continue to reform and explore the training and examination of motorcar drivers in Shanghai,transform from uniting the teaching and examination to make the teaching and examination separated from each other,transform from disperse examination to centralized examination,transform from artificial examination to examining by technological means,in order to make the interests of the driver training center and examination separated from each other and establish the long-term mechanism of checking on both the training quality and the examination quality.
