论行政管理制度创新

行政管理制度创新是推进国家治理体系和治理能力现代化的重要内容。通过回顾和分析中国行政管理制度创新实践历程,建立“结构-过程-环境”的制度分析框架,行政管理制度创新可体现为结构性制度创新、运行性制度创新和赋能性制度创新三类。根据行政管理制度的层次性和位阶性,可以提炼出理念、体制、机制、工具等行政管理制度创新形态。在此基础上,对创新主体动机以及客体回应研究,归纳发现行政管理制度创新动力主要有绩效驱动﹑政治驱动、竞争驱动、技术驱动和事件驱动。中国新时代行政管理制度创新的突破点,要抓住机构改革和转变政府职能,提高运行效率,增强服务赋能,有针对性地运用创新动力,使不同类别的行政管理制度创新在不同层次发挥更大作用。

On Innovation of Administrative Management System

The innovation of administrative management system is an important part of promoting the modernization of the national governance system and governance capabilities. By reviewing and analyzing the practice history of innovation in China’s administrative management system, based on the establishment of a system analysis framework featuring "structure-process-environment", we can find that innovation in administrative management system can be put into three categories: structural system innovation, operational system innovation, and empowering system innovation. According to the hierarchical and stratum nature of the administrative management system, innovative forms of administrative management system can be summarized as ideas, institution, mechanisms, and instrument. On this basis, we can conduct research on the subjective motivation of innovation and objective response, summarize and identify the major types of driving force for innovation of administrative management system: performance-driven, political-driven, competition-driven, technology-driven and event-driven. The breakthrough point in innovation of administrative management system in China’s New Era is to grasp institutional reforms and transform government functions, improve operational efficiency, enhance service empowerment, and use innovation power in a targeted manner, so as to enable different types of innovation in administrative management system to function better at different levels.
