老龄社会新形态下城市老年群体社会治理模式的变革

开启老龄社会新形态之后,推进城市老年群体社会治理模式的变革既是“中国之治”进程中推进新时代国家治理体系和治理能力现代化的必然选择,也是中国应对老龄社会新形态风险与挑战的客观要求。老龄社会新形态下,城市老年群体呈现出与以往明显不同的新变化和新特点,而现有治理模式及制度安排的滞后性使得相应社会治理遭遇困境。积极应对老龄社会新形态带来的新挑战,新时代下城市老年群体社会治理的思路应重点聚焦于治理模式的“整体性治理”转变、治理视域的“全人口全生命周期”转变和治理理念的“前瞻性治理”转变,从创新城市老年群体社会治理模式,探索城市基层社区治理新机制,构建老年友好型社会,提升基本公共服务供给均等性,推进医疗养老护理深度融合,建立健全风险研判评估机制等方面着力探索城市老年群体社会治理新路径。

Transformation of the Social Governance Model for Urban Elders with the New Form of Aging Society

Since the new form of aging society came into being, the promotion of the transformation of social governance model for urban elderly groups is not only an inevitable choice for promoting the modernization of national governance system and governance capacity in the new era in the process of building "governance with Chinese characteristics", but also an objective requirement for China to respond to the risks and challenges of the new form of aging society. With the new form of aging society, the urban elderly groups present new changes and new characteristics that are significantly different from the past, yet the tardiness nature of the existing governance models and institutional arrangements have caused difficulties for social governance. In order to proactively respond to the new challenges brought about by the new form of aging society, the social governance of urban elderly in the New Era should focus on the shift to "holistic governance" in governance model, the shift to "full population and full life cycle" governance perspective, and the shift to "forward-looking governance" in governance concept. It is important to explore new pathways in social governance of urban elderly groups in the following aspects: innovating the social governance model of urban elderly groups, exploring new mechanisms for urban grassroots community governance, building an elderly-friendly society, improving the equality of basic public service supply, promoting the deep integration of medical and elderly care, and establishing complete risk evaluation mechanism.
