整体性基层党建何以可能:空间治理的工作路径

城市基层党建存在社会参与不足、合作治理乏力的现实困境。基层党组织如何通过空间治理路径促进整体性党建发展,实现共建共治共享社会治理格局是当前基层党建创新的重要议题。通过构建"结构—过程—绩效"分析框架,从上海市J街道党建空间治理实践入手,探究空间治理实现整体性党建的实现机制。从而发现,党组织、政府组织和社会主体的多元行动者系统在党建公共空间网络体系建设和党建活动开展的过程中,能够形成多种互动形态和内外互动路径,促进多元主体间的认知嵌入、情感嵌入和规范嵌入,进而实现整体性党建的治理绩效。

How is the Integral Grassroots Party Building Possible:The Working Path for Space Governance

Urban grassroots Party building is troubled with a realistic dilemma of insufficient social participation and weak cooperative governance.How can grassroots Party organizations promote the development of integral party building through spatial governance and realize the joint construction,co-governance and shared social governance pattern,this is an important topic in grassroots party building innovation.This article constructs a"structure-process-performance"framework for analysis,starting from the practice of space governance for Party building in J sub-district in Shanghai,and exploring the realization mechanism for space governance to achieve integral Party building.The study found that the multi-actor system of party organizations,government organizations,and social subjects formed a variety of interactive forms and internal and external interaction paths in the process of public space network building and Party building activities,and promoted the cognitive embedding,emotional embedding and normative embedding between multiple subject,thus realizing the integral governance performance of Party building.
