论警察的不安全行为及其预防对策

近年来,我国警察伤亡人数居高不下,警察的不安全行为是引起事故和危险发生的根本原因。警察的不安全行为是指由于生理、心理,工作环境及组织管理等因素引起的容易产生事故或危险的失误或不规范行为。预防和减少警察不安全行为要从转变安全价值观、保持安全工作状态、加强安全教育训练、完善安全规章制度和安全激励管理等多方面入手,切实提高警察执法本质安全。

On the Police’s Unsafe Behaviors and the Preventive Countermeasures

China’s casualties of the police stay high in recent years, the police’s unsafe behaviors being the primary causes of such accidents and dangers. Unsafe behaviors of the police refer to the mistakes or irregular behaviors caused by physiology, psychology, working environment, organization, management or other factors that can result in accidents or dangers. In order to prevent and reduce the police’s unsafe behaviors, the following measures must be adopted to improve law enforcement safety of the police, namely, to change safety values, to keep the state of safe working, to strengthen safety education and training, to complete safety regulations, systems and incentive management.
