In China' s Northeast Area, geography position is superior, natural resources is abundant, the industry foundation is strong, the human resource quantity is high, the market potential of growth is big, special policies are attractive. These location-specific advantages are playing important role to FDI. However, bad management environments, the weakness of private enterprise, ambiguity of the government's function, scarcity of service consciousness, work inefficiencies, the hard up for clarity etc. should be solved. Moreover, district cooperation should be strengthened and industry specialization should be deepened in order to avoiding the internal competition.
