侦查价值的现有理论包括：内在价值与外在价值说，目的价值与形式价值说。它们有其合理之处，也有其需要完善之处。和谐侦查的价值包括服务价值和独立价值，服务价值含有宏观、中观和微观三个层面：独立价值含有和谐侦查自身体现出的理性和侦查可以独立发挥作用两个层面。和谐侦查的功能包括直接功能和间接功能。其中。直接功能包括侦查对刑事诉讼的启动与结果和对和谐社会政府形象的作用：间接功能包括和谐侦查对预防犯罪、刑事司法公信力与和谐社会构建的助益。
