对民用爆炸物品管理问题的再思考

民用爆炸物品管理因其涉及人民生命财产安全、公共安全和国家安全,在公共管理中具有十分重要的意义。尽管民用爆炸物品管理问题产生的原因比较复杂,但有关部门对民生关注不够,对民众生命存在关注不够是该问题的思想根源,而利益驱动、管理者与被管理者之间的共谋和同化,以及在此基础上形成的非正式利益分配机制是该问题产生不可忽略的重要原因。因此,对民爆物品管理问题的化解,首要的任务就是解放思想,关注民生;其次才是完善法律制度,严厉打击违反犯罪现象。既要从严治警,还要从优待警,认真推行社区警务,立足综合治理。

Management of civilian explosives is significant in the pubhc admlmstratlon, concerning adorn people＇ s lives and poverty safety, public safety and national safety. Although its causes are complicated, some relevant departments＇ insufficient attention to the people＇s livelihood is its ideological root.However, there are some non- neglected important causes in this problem： interest-driven, conspiracy and assimilation between supervisor ＆ supervisee, and informal distribution of benefits.To solve this problem of management,the first task is to emancipate the mind and concern about the people＇s livelihood;the second is to improve the legal system and crack down criminal phenomena.We should be strict with the police,preferentially treat with them as well and carefully implement community policing based on comprehensive management.
