| 摘 要： | 警察巡逻综合执法,是警察在巡逻过程中行使各警种职权处理巡逻中各种警情的执法活动。由分权制衡到合作服务的法制变革,为警察巡逻综合执法提供了法理依据。现行公安法律法规,为警察巡逻综合执法确立了具备法定资格的执法行为主体。检查权与处罚权从管理权的分离,为警察巡逻综合执法设定了职责权限。应进一步完善警察巡逻综合执法制度,调整公安机关相关警务部门的职责分工,规范巡逻综合执法行为,加强内部监控。
