| 摘 要： | 我国精神病人每年造成的严重肇事案件超过万起,已经成为当前重大的公共安全和社会治安隐患。如何有效遏止和预防精神病人肇事、肇祸突发性事件,是我国乃至世界性的一项亟待攻克的难题。当前,有必要从专门监管——预警报告——强制治疗——法制规范——应急处置等五项联动的机制运行中,构筑预防精神病人肇事肇祸事件的长效机制,旨在对现实具有指导性,并能为政府有关决策提供有价值的参考。

| Abstract: | The violent affairs conducted by the psychopaths caused more than 10000 serious cases,and have become the major hidden troubles to the public security and social order.How to stop and prevent the psychopaths from causing troubles and accidents is a difficult problem in face of China and the whole world.There is necessity to construct a long-effect mechanism of preventing the maniacs from making trouble in the exclusive supervision-early warning report-compulsive treatment-the legal system-emergency treatment,aimed to make the instruction to the reality,and provide worthy reference for government to make relevant decisions. |
