现实与改革:近年来中国警务改革的理性分析

法治国家现代警察制度改革的创新,重点是警务理念改革的创新和警力运作体制创新。警务改革的基本原则是由"管理为主"向"服务为主"转变;由"居高临下"向"平等互动"转变;由"粗放随意"向"严格规范"转变。警务改革就是民主警务与服务群众的警务改革,同时又是公安管理工作与群众工作相结合的一个重要表现。对我国现今有影响的四次警务改革进行学理分析,进而找到我国社区警务发展中基层警力不足、机关组织内部臃肿的现实问题。对社区警务理念重构进行理性分析;警务扁平化理念、警力下沉理念、英国警务改革问责投诉机制的研究引入,对指导我国新一轮的警务改革有重要意义。

The Reality and Reform: Rational Analyses of the Recent Policing Reform in China

The modern police system in a country under the rule of law focuses on the reform of policing philosophy and the renovation of police operation system. The basic principles of policing reform include the changes from ＂management-oriented＂ to ＂service-oriented＂, ＂commanding＂ to ＂equally interactive＂, ＂extensively random＂ to ＂strictly standard＂. Policing reform, which aims to carry out democratic policing and serve the masses, is an important manifestation of combining public security management with mass work. By theoretically analyzing the four influential policing refor, ns in China, some realistic problems in the development of China＇ s community-oriented policing have been found： shortage of grass-roots police amt overstaffed administrative organs. Therefore, it will be a significant guide for China＇s new round of policing reform to rationally analyze the reconstruction of the concept of communityoriented policing, study and introduce the British mechanism of accountability as well as the concepts of policing flat management and assigning more police to grass-roots.
