大力推进我国行政文化建设

行政文化是行政主体内在信仰、价值观、行政意识、行政道德、以及对其产生影响的行政传统、习惯、准则等各种要素的总和。加强行政文化建设，有利于深化行政体制改革，促进行政人才健康成长，增强行政群体的向心力，改善思想政治工作“疲软”状况。当前，确立服务社会、服务公众的行政价值观，培育现代行政意识，加强政府伦理建设，继承优秀的行政文化传统，培养健康的行政心理，是推进我国行政文化建设的基本路径。
