皖江城市带承接产业转移建设中潜在环境风险的思考——基于“外部性理论”条件下

该文基于＂外部性理论＂在分析皖江城市带承接产业转移建设的环境外部不经济性基础上,提出了防范皖江城市带承接产业转移可能出现环境风险的对策与建议。

Potential Environmental Risks of Industrial Transfer Construction by City Belt of Anhui Province along the Yangtze River Based on Externality Theory

According to the externality theory, there exist positive and negative impacts of production behavior （or consume behavior） on environment which is beyond the subject. The former is external economy while the latter is external diseconomy. With the continuous development of industrial transfer construction by City Belt of Anhui Province along the Yangtze River, it will greatly improve the economy growth of the City Belt, the whole Anhui province and even the six central provinces of China. Due to the externality theory and those environmental issues arising from the three industrial transfers of the world economy, we have got the warning that there might be environmental external diseconomy along with large scale investigation, construction and development. In other words, there might be relative environmental risks during the process of construction. With the analysis on environmentally external diseconomy during the process of industrial transfer construction by City Belt of Anhui province, this paper puts forward suggestions to deal with possible environmental risks caused by industrial transfers.
