群体性事件的性质及其根源分析

群体性事件不能与违法或犯罪行为划等号，其产生有理论与现实的原因。解决群体性事件，并非是在形式上以高压手段完全消除群体性事件，而是要在宏观制度层面合理设置利益分配和协调机制，在机制设置上完善民主公开制度和诉求表达渠道，依赖民主选举监督制度规范公权力，改进矛盾协商解决机制。只有正确认识和解决群体性事件，才能最终促进社会全面、协调和可持续发展，从长远上解决社会长治久安的问题。
