践行马克思主义权力观健全防止利益冲突制度

在加强执政党反腐倡廉建设中，明确提出“防止利益冲突”的要求，是坚持马克思主义权力观，推动我国党风廉政制度建设与国际社会接轨的重要举措。强调健全“权为民所赋、权为民所用”的防止利益冲突制度，就是按照马克思主义权力观的要求，紧密结合我国反腐倡廉建设实际，借鉴国际社会制度防腐的经验，以完善反腐败国家立法为基础，以加强廉政伦理教育和廉洁文化建设为重点，以健全“三公”领域防止利益冲突制度为突破口，以完善防止利益冲突的管理型制度为保障，把防止利益冲突制度有机融入到惩治和预防腐败体系之中，有效发挥防止利益冲突制度在反腐倡廉制度体系中的基础性、预防性和机制性作用。
