| 摘 要： | 政府活动是一种“生态现象”。政府存在的价值在于为民服务,而政府的架构也自然必须依据时空的变迁和人民的需要不断地成长。政府成长和发展的主要动因,来源于政府系统自身矛盾和政府生态环境的变迁。政府成长是政府不断增强自身能力的动态过程,其健康成长是社会健康和谐发展的重要保证。

| Abstract: | Government activity is an ecological phenomenon.Government's existent value is to serve the people while governmental construction must group constantly with space-time transition and the people's demand.The main motive of governmental growth and development stem from contradiction of governmental system itself and transition of governmental ecological circumstance.Government growing is a dynamic process to strengthen its capability,so growing healthily will take an important role to guarantee social developing harmoniously and healthily. |
