论中国共产党的执政经验

中国共产党经历了从局部执政到全国执政的发展历程。中国共产党执政历史的特殊性决定了其执政经验的丰富性和复杂性。剖析中国共产党在新中国建立前的局部执政,以及十一届三中全会前后30年从自在执政到自觉执政转变的两大阶段,党的主要执政经验是：必须重视民心、民主、民生;必须统筹经济、政治、文化和社会建设;必须处理好执政党与政权、执政党与参政党、执政党与社会（人民群众）、执政党与法律等重大关系;必须加强党的执政能力建设和先进性建设。

On the Ruling Experiences of the CPC

The Communist Party of China has experienced a process of development from ruling in partial areas to ruling of the whole country. The particular history of the CPC results in enriched and complicated ruling experiences of the Party. Through analyzing the partial ruling of the CPC before the establishment of the People＇s Republic of China and the transition from self-free ruling to self-conscious ruling in the 30 years since the Third Plenary Session of the Eleventh Central Committee of the CPC,we can sum up the ruling experiences of the CPC as follows：emphasizing the common aspiration of the people,the livelihood of the people,and democracy; making overall plan of economic,political,cultural and social development; properly dealing with the relationships between the ruling party and the regime,between the ruling party and participatory parties,between the ruling party and the society （the mass people）,between the ruling party and law; strengthening the construction of the ruling capacity and progressiveness of the party.
