超大型城市社会精细化治理现状分析与顶层设计——以上海市为例

城市治理问题的复杂性决定了治理模式的多样性,深入理解、系统把握超大型城市社会精细化治理的时代特征和内涵特点,探索基于现代信息技术的治理范式与机制路径,成为具有重要理论意义的实践课题。当前,上海市社会精细化治理成效明显,但仍存在顶层设计不足、数据平台分散、推进不均衡、感知度满意度较低等问题,其原因在于精细化理念和文化缺失的思想困境、缺位错位越位的治理主体困境、法制与监督不精密的制度困境,以及失衡与薄弱的技术手段困境。上海推进社会精细化治理,要按照“物联、数联、智联”三位一体原则,构建“线上线下融合、上下双向互动、流程驱动、科学决策、过程控制、法治保障”的社会精细化治理新模式,形成“两案三制一体”的治理体系。进一步,要更加注重人本主义,更加重视基层自治,更加关注多元主体诉求,更加彰显文化力量,充分运用现代科技,强化社会治理精细化本体建设和载体依托,优化超大型城市社会精细化治理流程和机制。

Innovation of Urban Refinement Governance System and Mechanism for China's Megacities:Taking Shanghai as An Example

The complexity of urban governance issues determines the diversity of governance models.It is necessary to deeply understand and systematically grasp the characteristics of the times and connotations of the finegovernance of super-large cities,and explore the governance paradigm based on modern information technology.At present,the refinement governance of Shanghai has achieved good results,but there still exist some problems such as insufficient top-level design,scattered data platforms,uneven promotion,and low perceived satisfaction.The reasons include the predicament of lack of refined concepts and culture,the predicament of the ideological predicament,the predicament ofimperfect institutional system,and the predicament of imbalance of technical means.In accordance with the Trinity Principles of"Wulian,Shulian,and Zhilian",this paper builds a new model of"online and offline integration,two-way interaction,process-driven,scientific decision-making,process control,and rule of law protection"to form a new social refined governance system named"Liangan Sanzhi Yiti".We should pay more attention to humanism,pay more attention to grassroots autonomy,pay more attention to the appeals of multiple subjects,and pay more attention to cultural power.We should make full use of modern science and technology,strengthen the meticulous construction of ontology and support of carriers,and optimize the process and mechanism of super-large urban social refinement.
