国际公共行政研究前沿及趋势:基于2009-2018文献计量分析

2008年,第三次明诺布鲁克会议后,国际公共行政研究有哪些研究热点、领域以及发展趋势?分析表明,国际公共行政研究可以分为权力与政策领域"去中心化"、公共部门绩效管理与激励、"后新公共管理"、跨学科知识转移、公共行政规范五个领域。治理、改革、创新等议题占据主导地位,行为主义公共行政成为公共部门绩效管理研究的新方向。国际公共行政研究仍然存在"碎片化"问题,面临着规范研究与科学研究、宏观研究与微观研究、学科独立性与学科开放性的内在张力,需要未来的公共行政研究者不断努力。

Research Hotspots and Trends in International Public Administration: Based on Knowledge Mapping Analysis of Articles from 2009 to 2018

This paper applied Cite-space Knowledge mapping method to analyze the hotspots and trends in international Public Ad-ministration research after the third Minnowbrook Conference in 2008. The paper concludes that Public Administration research is frag-mented in a whole and governance, reform and innovation are witnessed rapid increase in past decade. Meanwhile, behavioral public ad-ministration grows up rapidly since 2010. The research fields in Public Administration include decentralization in administrative and pol-icy process, performance management and motivation, post-New Public Management, strategy management in public sectors and refound-ing the administrative state. There is a Pendulum Effect in Macro perspective and Micro Perspective in public administration research and more research activities will turn to micro topics in next few years. However, the traditional tension still can be found between nor-mative and behavioral research, macro and micro perspectives, disciplinary independence and openness, which still needs more discussion in future.
