论民警在接处警时防止袭警的执法能力培养

针对警察一线执法现状的调查发现,袭警案件时有发生,而且有日趋严重之势.通过对袭警特点及其原因进行分析,发现存在着多方面的因素,其中不确定性、突然性和危险性的特点比较突出,而袭警原因主要有社会、袭警行为人和警察执法三方面的问题,有的是无法避免,有的是可以避免,甚至可以解决的.针对可以避免和可以解决的有关警察方面问题,归纳与总结出强化依法保护、注重收集证据、提前评估危险、提高现场驾驭和把握制停袭警行为五种意识能力的培养,从而提高警察自身的执法能力,规范执法,不给袭警者留有机会,达到避免和解决袭警案件的发生.

On ability training for police to prevent assaulting in law enforcement

According to the survey to the law enforcement of the front-line police, we find that assaulting cases often occurred, and there is growing trend. Through the analysis of the causes and characteristics of assaulting, we find that there are a number of factors, in which uncertain, sudden and dangerous features are more prominent, while the main reasons for assaulting are concerning the society, assaulting actors and police enforcement, of which some can not be avoided, some can be avoided, or even can be solved. For those can be avoided and solved on the police aspects, the author inducted and summed to five awareness ability training, those are strengthening legal protection, focusing on gathering evidence, assessing risk in advance, improving the on-site control and stopping assaulting behavior to improve their own law enforcement capacity and standardize law enforcement leaving no opportunity to assaulting to avoid and resolve assaulting cases.
