现代系统管理理论下的民爆物品管理体系建设

民爆物品的管理是公安机关依法对民用爆炸物品的生产、销售、运输、储存、使用等环节进行安全监督和依法管理的行政行为。近年来，各级公安机关依法从严管理民爆物品，取得了明显成效。然而，由于各种因素的影响，从民爆物品管理工作的实际情况来看，形势还不容乐观，管理方面仍然存在许多的漏洞和问题。为了更好地提升民爆物品管理层次和管理水平，迫切需要在现代管理理念的指导下建立一套“信息灵敏、技术先进、防控严密”的管理体系。

On the Construction of Management System on the Civil Explosives Directed by the Theory of Modern Systematic Management

The management on the civil explosives is the administrative act which supervises and manages the production, sales, transportation, storage, using and other links.
