| Abstract: | The Party's capacity for assuming the state power is abundant in connotations.It refres to the leadership capacity of the Party as a governing party,and its governance goes beyond the limit of the state power.It refers to the capacity for the Party's leading,supporting and guaranteeing the people being the masters of the country,and that is repuired by the Party's concept on the masses being in main position in history.It also refers to the governing capacity of the Party as a whole but not adding the abilities of leading cadres together. |
