| 摘 要： | 随着生态文明建设被纳入中国特色社会主义事业“五位一体”的总体布局中，生态文明的战略地位进一步提升。生态文明成为事关人民福祉和美丽中国建设的重要内容之一。该文对生态文明内涵及生态文明制度进行了论述，分析了公众参与制度在生态文明制度中的重要作用，并提出了在把握中国公众参与现状基础上，结合国外成功经验，完善公众参与制度以促进生态文明制度体系建设的对策。

| Abstract: | With the construction of ecological civilization was incorporated into socialism with Chinese charac- teristics ＂five in one＂ the overall layout, the strategic status of ecological civilization has been further improved. Ecological civilization is one of important contents of people＇s well-being and construction of beautiful China. Au- thors in this paper clarify the connotation of ecological civilization and ecological civilization system, analyze the im- portant role of public participation system in the ecological civilization system and put forward countermeasures that improve public participation system to promote construction of ecological civilization system combined with foreign successful experience on the basis of Chinese public participation. |
