组织? 抑或不组织? ———从中国组织农民的模式演变探讨农业现代化进程中的农民组织问题

随着市场经济的发展和经济全球化的冲击，将农民组织起来正逐渐成为全社会的共识。新中国历史上农民组织起来的方式经历了从政府主导到市场主导的变迁。由政府主导的农民组织模式是一种强制性制度变迁形式，其可迅速完成将农民组织起来的问题，但却会引致产权不清、激励不足等问题；相反，由市场主导的农民组织模式是一种诱致性制度变迁形式，但往往会出现时间长、成本高等问题，而需要政府的介入、推动。因此，在当前保持家庭联产承包制度不变的前提下，由市场主导、政府介入的农民组织方式应为一种理性的选择。

Organizing or not： The Evolution of the Peasants Organizing Pattern in China and the Relevant Issues in the Process of Agricultural Modernization

The pre- vious one is a kind of forcible alteration pattern, which may accomplish organizing peasants swiftly but lead to such issues as indistinct property rights and insufficient incentives. The market oriented organization is sort of inducing e- volution, which may usually result in long-term circle as well as high costs and need the government intervention and promotion. The rational choice for peasants organizing pattern is supposed to be the one oriented by market and intervened in by government in the premise of the current household contract responsibility system.
