天津市土地管理制度改革相关法律问题研究

天津市的城市土地管理制度在土地利用集约水平以及土地储备运作机制等方面已成为制约城市经济发展的瓶颈，亟待改革。文章针对天津市土地管理制度中存在的现实问题进行分析，进而提出完善土地利用制度、健全土地储备制度和土地法律责任制度的相关改革建议和制度保障措施，以期有助于推进土地管理制度的合理运行，并着力解决土地管理中的实际问题，为进一步改进和完善土地管理制度提供理论和对策性参考。

Research on the Related Legal Issues of Tianjin Land Managing System Reform

The urban land managing system in Tianjin should be reformed, which in the aspects of urban land intensive use and land reserve operational mechanism has become the bottle-neck and is restricting the economic development. This Paper analyzes the existing problems nowadays land managing system of our city, then elaborates relevant reform proposals and safeguard measures including the perfection of land-use system, the improvement of land reserving system and legal responsibility system so as to promote the reasonable operation of land management system, strives for resolving the practical problems in land management and provide theoretical reference and countermeasures which aims to further improve and perfect the system.
