| 摘 要： | 依法行政的内涵包括职权法定、法律保留、法律优先、依据法律和权责统一。依法行政必须以适当的行政法为前提 ,建立健全政府责任制 ,强化监督机制 ,依法行使职权 ,严格遵守法定程序 ,实行行政公开。
