| 摘 要： | 科学发展观是指导发展的世界观和方法论的集中体现。学会用科学发展观认识和改造世界，只有从哲学的高度，才能充分认识科学发展观的重大理论价值和实践价值，全面把握以人为本、全面协调可持续发展的深刻内涵。其中最根本的是重点把握“为什么发展”、“为谁发展”、“靠谁发展”、“发展什么”和“怎样发展”这些带根本性、全局性、战略性的重大问题。
