| 摘 要： | "议行合一"与"三权分立"是两种不同的政体组织原则,同时反映国体与政体两方面的性质.透过权力的位阶分析,可以发现,两种原则下的分权对人民主权有着完全不同的政治诉求.正是在反映国体性质这一层面上,两种类型的分权从根本上区别开来.
