City communities are the basic places for citizens to live in.They are very important in people's social life.Especially,with the reforms and opening to the outside world in China,since the population moves and the“Unit Person”changes into“Social Person”,the relation between residents and communities is becoming more and more close.In the present China,communities are becoming more and more outstanding and irreplaceable in those aspects such as to carry out social management function and to realize social control.In the meantime ,idea of crime prevention on the base and under guarantee of pub-lic participation has become a main criminal policy of modern China.So,communities are sure to become the bases of crime prevention in the twenty-one century of China,and to be in the basic position for crime prevention.
