| 摘 要： | 通过对城市污水处理设施融资基本特征的分析,借鉴国外先进经验提出城市污水处理设施可行的商业融资模式并对其特点进行比较.运用层次分析法(AHP),对融资风险、融资成本等进行可行性、安全性和经济性各指标的分析,把专家意见和分析者的客观判断结果直接而有效地结合起来,将定性问题定量化,帮助地方政府选择出最优或最满意的商业融资模式.

| Abstract: | This paper puts forward the urban sewage treatment infrastructure feasible commercial financing pattern and carries on the comparison to its characteristic by analyzing the basic features of financing of urban sewage treatment infrastruc- ture and comparing with advanced international financing patterns in this area.Then based on AHP,the paper analyzes the feasibility,security and economics of risk and cost of financing,combining with expensi opinions,helps the local government to choose the optimization financing models. |
