| Abstract: | After winning in the election in 1997, the policy-making mechanism of the British Labor Party changed greatly from the mode of the Party's national Representative's congress to the procedure of national policy forum. It aims at letting more ordinary Party members participate in the Party's policy-making process to build a forgiving democratic and new Labor Party. |
