医疗卫生体制改革的公共利益取向

卫生事业是政府实行一定福利政策的社会公益性事业，追求公共利益是医疗卫生体制改革的基本价值取向。当前，市场机制介入医疗卫生领域，卫生事业的公益性及卫生事业的公共利益价值取向已经遭受挑战。为此，在医疗卫生体制改革的过程中，维护和增进公共利益应是政府的基本责任。这不仅意味着政府应有效履行传统的责任和职能，而且还意味着政府应创建和完善有利于公共利益维护与增进的制度安排。

Medical and healthcare management is an affaire concerning public welfare,the basic value of which is to protect public interest.In current China,market mechanism has run into function in the field of medical and healthcare,threatening the public interest and challenging the value orientation of public healthcare management.Therefore,in the reform of medical and healthcare system,Chinese government should fulfill its duty to protect the interest of the public.This requires that Chines government should not only take the responsibility to carryout its traditional duty,but also innovate and improve its relevant system to protect public interest.
